ABSTRACT

In June 1999, 31 European states jointly signed a declaration in Bologna titled The European Higher Education Area. The reform of the European higher education system and the replacement of diplomas and others by BA and MA degrees was meant to make it possible to earn a fist degree after six semesters/three years. Experiences in nearly all other countries abroad show that this is in fact possible. In autumn 2009, students responded to these uncertainties by launching a so-called education strike including demonstrations and sit-ins at several universities. Student protests and their partly valid complaints finally lead to a partial concession in the wrong place: Study times were again prolonged while syllabuses were not cut down. The conference of education ministers and the conference of university presidents have jointly declared in 2016 that they intend to revise BA programs. The so-called Excellence Initiative has clearly demonstrated that a hierarchization of universities is inevitable.
