ABSTRACT

A number of public undertakings are enacted through project mode. Yet several of these (mega)projects consistently experience cost and time overruns. This chapter discusses some of the causes for these outcomes and proposes a new paradigm for project administration, governance, and management based on a more decentralised and integrated approach. Specifically, the chapter also touches upon the case of Public–Private Partnerships (PPPs) as a special kind of megaproject, and the kinds of flexibilities that can be introduced in the design of these projects in order to better administer and govern them.
