ABSTRACT

This chapter explores the conceptual design and development of Montgomery Colleges (MC’s) Universal Design Center (UDC) and the role that senior leadership and a technical assistance (TA) model play in supporting the levels of use and stages of change that the MC community will experience as working toward the development of policies, procedures, and products that are accessible to the members of the community, with the wide range of abilities, disabilities, and other characteristics they have. MC is committed to creating and sustaining a nondiscriminatory and inclusive learning and working environment for all students and employees, including access to information communication technology. Forming, the initial stage of Tuckman’s model, marks the beginning of change. This phase represents the awareness and decision-making process of adopting a new program or intervention. The UDC TA model has impacted teacher efficacy, produced systems change over time, and built internal capacity, reducing the need and cost associated with traditional face-to-face support.
