ABSTRACT

To understand a number of barriers to CSOs public diplomacy, it is essential to study multilateral intervention as the Middle East Quartet in Palestine/Israel conflict. It is significant to examine the Quartet and its mandate and scope of work. To what extent has the Quartet succeeded in achieving its own mandate according to its own ‘cooperated mechanism’ or multilateral diplomacy and its impact on the CSOs’ engagement with local people and donors? This article also explores a number of factors including the unilateral decisions that have already challenged the Middle East Quartet's efficiency in the Palestine/Israel conflict, for example, president Trump's administration. The chapter will consider the Quartet for the Middle East Quartet and its cooperation with CSOs (if applicable).
