ABSTRACT

Seventeen states have authorized community colleges to grant bachelor's degrees from their institutions, most often in applied areas. This has been and will continue to be used to address local workforce needs and increase educational attainment for the citizens of these states. Lorain County Community College, located in Elyria, Ohio, was an early innovator in the quest to bring baccalaureate degrees to its community in the mid-1990s. During the past 15 years, the University Partnership has provided an opportunity for people in Lorain County to earn a bachelor's or master's degree. It is an opportunity for the community to illustrate its belief in higher education, quality of life, and that the residents are truly concerned with the future viability of the region. Lorain County's need to expand and diversify its economic base would be enhanced through the University Center plan. The University Center Partnership Plan would make advanced degrees more affordable to individuals.
