ABSTRACT

In 2015, I was serving as a new director of student conduct at a small private residential liberal arts university in the Pacific Northwest. Prior to my arrival, a college senior named Belle (pseudonym) reported an incident of campus sexual misconduct to the university’s Title IX coordinator. Belle reported the following: When she was a first-year student, she met another first-year student, Jim (pseudonym), during new student orientation. Jim befriended Belle, and the two started hanging out regularly. One day, Jim invited Belle for a ride off campus in his car. After driving around the neighborhood, Jim parked the car in a private area away from onlookers and asked Belle if she would like to smoke marijuana with him. Belle agreed, and the two smoked a joint together in Jim’s car. They then talked for awhile before Jim did something unexpected. He exposed his penis to Belle and asked her to perform oral sex on him.
