Free The Children: Testing the Capacity and Methods for Locally Based Efforts to Address Poverty

The initiative for addressing the needs and problems of the poor in the United States has shifted among national, state and local levels from time to time. Recently there has been a devolution of that initiative to state and local levels. Whether actions by any given locality can significantly reduce poverty among its citizens, and, if possible, how to go about it remains unclear.
