ABSTRACT

All of us prepare for campus crises; we have our emergency response team, our protocols for bomb threats and shooters, severe weather, pandemic outbreaks, and other known risks to residential campuses. However, although it’s not possible to prepare for every imaginable crisis that may hit the campus, it’s less likely that we are remotely prepared for a crisis that never occurred to anyone. For example, how many of us maintain on our campus, in reserve, a spare classroom building, an extra dining hall, or an empty residence hall or two? What would happen if we needed one of these facilities with no advance notice?
