ABSTRACT

The community university (CU) movement in Taiwan arose from calls for education reform and social change in the country since 1998. Unlike community colleges in the United Kingdom, the United States, and Australia, CUs are not considered part of the system of formal education in Taiwan. According to the Lifelong Learning Act (Republic of China Ministry of Education, 2002), the CU is a nonformal educational institution for adults, under supervision and subsidization of local governments.
