ABSTRACT
We describe, on one hand, the contrast of certain dimensions of universal nature in relation to the conception of war and the State which probably have been established with a hegemonic purpose. On the other hand, the explanation of a novel conception of war and the State. Finally, we refer to the Colombian conflict considering this relationship between war and the State.
