ABSTRACT

In 1992, as per the Constitution 73 and 74 Amendment Act, 1992, the role of Panchayat Raj Institution (PRI) and Urban local Bodies (ULBs) became important in the management of the water-sanitation programs in rural and urban regions. To accelerate efforts to achieve universal sanitation coverage and to put focus on safe sanitation by ensuring Open Defecation Free (ODF) villages. As per the guidelines, district planning was prepared only after completion of a baseline survey to assess the status of sanitation and hygiene practices, peoples attitude and demand for improved sanitation, etc. The communication strategy was guided by the national communication strategy and plan, developed by Government of India. The Ministry of Housing and Urban Affairs is overall in-charge of improving urban water supply and sanitation services. According to the Indian Constitution, water supply and sanitation are state subjects, and hence the responsibility of provision of urban water supply and sanitation services lies with the state government.
