ABSTRACT

The chapter brings out empirical evidence from Nepal’s newly evolving notion of cooperative federalism. Analysed through the lens of policymaking, policy implementation, and service delivery, it appeared that all three levels of government, viz. federal, provincial, and local governments often work together – showcasing Nepal’s governance structure as having multiple elements of cooperative federalism. While the constitutional annexes of activities to be performed by each level of government are the key instigators to progress towards cooperative federalism, the separation of policy areas in the constitution is understood as potential hindrance to realise the essence of cooperation amongst jurisdictions.
