ABSTRACT

The Alastair Buchan Memorial Lectures were established as a tribute to the Institute’s first Director. The 1984 lecture was delivered on 11 June 1984 by H.E. Yasuhiro Nakasone, the Prime Minister of Japan. Out of the ashes and ruins of World War II, and with deep remorse for the past, the Japanese people dedicated themselves to international peace, and resolved never again to go to war. They set, as their goal, to make Japan a ‘nation of peace and prosperity’. The gravest problem facing the world today is how to prevent nuclear war and preserve world peace. World peace today is tenuously maintained by a balance of deterrence between the nuclear super-arsenals of the United States and the Soviet Union. The conflict between Iran and Iraq has already caused terrible loss of life and property, and is posing a major threat to world peace. It is imperative that international efforts be made now to prevent any further escalation of conflict.
