ABSTRACT

In a naive view of the world the term ‘administration’ identifies those management structures which free the specialist workers in an organization to fulfil the mission of that organization. 1 Administration is not an end in itself; it has no agenda of its own. Similarly, administrators are to be distinguished from those whose direct responsibility is to realize the mission. Hence the nouns ‘administration’ and ‘administrator’ acquire shape only when preceded by some such qualifier as ‘military’, ‘business’ or ‘educational’.
