ABSTRACT

Persons with disabilities (PWD) comprise approximately 8% of Japan’s population. This chapter describes the conditions, problems, and problem-solving strategies related to COVID-19 among people with disabilities in Japan. A literature review was conducted based on available data. First, the main legal systems and public services for PWD are classified into four domains: medical treatment, welfare, employment, and education. Next, instances from the survey data related to the conditions and problems faced by PWD are introduced. Additionally, we present examples of responses to life issues and efforts made to solve problems during the pandemic faced by persons with these different types of disabilities and propose the following eight support strategies. Strategy 1 is to provide information and develop disability-sensitive infection prevention strategies. Strategy 2 is to continue services and provide the necessary support. Strategy 3 is to provide support to families. Strategy 4 is to ensure that the necessary information is provided. Strategy 5 is to provide an accessible environment. Strategy 6 is to support the development and use of the information and communication technology environment. Strategy 7 is to support communication. Strategy 8 is to provide stress reduction measures. Strategy 9 is to deal with future concerns. Strategy 10 is to conduct research to understand needs and solve problems.
