ABSTRACT

Policymaking is both an Art and a Science. It is often said that bureaucrats chase targets, while people chase outcomes. This chapter bridges the gap between the two by bringing outcome-based policymaking to the heart of development programme architecture. We summarise the underlying theory and then venture into the real world of policymaking by presenting an example from the agriculture sector for Bihar to suggest a simple methodology that can be adapted and replicated in any programme sector, at any level of the Government, to reengineer the plane, as they say, while flying!
