Policy developments have focused on institutional amendments, public investment strategies, globalization and privatization through scientific developments, and, finally, incentive policies. Food security is a serious concern throughout the world, even after so much research on growth and distribution. Comprehension of the threat went deeper to define two separate problems: recurring food insecurity and 'transitory' food insecurity. The convention also determined that new public policies needed to be introduce to address the lack of food security. This ratio was a weight-adjusted average of the rural poverty ratio of 41.8% and the urban poverty ratio of 25.7%. Besides entitlement, the other important element in implementing a food security system is the distribution of food grains. The computerization of the PDS network, from the initial allocation of the grain to the final delivery to the targeted beneficiary, is crucial in creating an efficient distribution system if food security is to be ensured.
