ABSTRACT

This chapter aims to summarize the contribution to the Indialics Webinar Series on “Reimagining Innovation System for Covid-19 and Post-Covid-19 World”. Understanding the COVID-19 crisis is significant, not only because of its obvious social and health implications, but also because this crisis overlaps with and deepens the chronic multidimensional crisis – economic, social, political, and environmental – that has marked the global system in recent decades. The relevance of analyzing the different local and regional production arrangements geared to the provision of these essential public services and the inputs and knowledge required for this purpose. Beyond the imperious questions of security and sovereignty, it is worth noting the relevance, in Brazil, of the enormous public demand for these goods and services and the strategic role of the State at the different levels of the federation. The chapter discusses the advantages of positioning public services as the axis of a new inclusive, innovative, and sustainable development project.
