ABSTRACT

This chapter considers the possibility of reactivation policies to address the pandemic crisis, considering the strengths and weaknesses of the science, technology, and innovation system in Costa Rica. It makes some theoretical considerations from a system of innovation approaches. In the actual context of COVID, innovation can play a very relevant role in the center of the strategies to reactivate the economy. To promote their innovations, companies seek to interact with other actors in the system, as proposed by the innovation systems approach. One of the key issues in studies of Creative Trade Innovation is the role of universities in trying to identify efficient mechanisms of interaction with the rest of the society. In the case of Costa Rica, there are some interactions between public universities and the productive sector. Several studies and data from innovation surveys have shown that there is a culture of innovation in the productive sector of Costa Rica.
