ABSTRACT

This chapter examines the implications of the third generation of reforms in economic and technological governance now taking place under the stewardship of the Modi government. There are implications for the conduct of progressive politics for the path formation for self-reliance and sustainable development. The Modi government's upfront narrative is also complemented by another important narrative that Atmanirbhar Bharat will be a reality only when the country comes out of the hands of bureaucracy and is transferred into the control of wealth creators. In the post-COVID-19 world, it is quite clear that the instruments of state intervention would need a considerable reinvention. The post-COVID Science, Technology, and Innovation policy reforms are regressive and focused on offering the control of public assets through strategic disinvestment, privatization, and monetization in the case of those goods and services that are essential. The plurality of pathways was accommodated in the Nehruvian path to Atmanirbhar Bharat.
