ABSTRACT

As China's urban areas grow incrementally fragile to climate change and its impacts, it is paramount to examine the effects and effectiveness of the top-down policies addressing cities’ coping strategies. After examining the existing literature, this study noted that the northeastern part of China is rarely mentioned or studied. To address this gap, the study focused on Shenyang, the Northeast provincial city of China. Using in-depth interviews with stakeholders from the urban planning sectors of Shenyang municipality, the study examined its coping strategies for climate change particularly from a policymaking perspective, exploring how they view climate change impacts. It also analysed the policy tools developed to guide coping strategies, their prospects, and challenges. This chapter summarised three sets of policy tools adopted locally, “transformation strategy”, “defence strategy”, and “adaptation strategy”, for developing urban climate resilience in northeastern China.
