ABSTRACT

The study aimed to review the basic historical context of BRICS’ participation in global climate governance by examining the BRICS Declaration and the relevant cooperation. Research shows that BRICS’ actions in global climate governance have significantly increased, that is, from active participation to active leadership. However, the basic position of BRICS to adhere to the existing global climate governance system and the principles of the United Nations Framework Convention on Climate Change (UNFCCC) including “Common but Differentiated Responsibilities and Respective Capabilities” remains unchanged. The study argues that in the future BRICS should take the means of encouraging the current existing global climate governance, leading the global climate negotiation, actively supporting the New Development Bank (NDB) to provide climate financing, and encouraging the BRICS’ companies, civil societies, and civilians to participate in the climate governance to give voice to the common interests of BRICS, wide range of emerging markets and developing countries (EMDCs), even the whole human race.
