ABSTRACT

In recent years, the online ride-hailing industry in China has continued to develop, and relevant policies have evolved, with a system of policies related to this emerging industry gradually taking shape. To trace and analyse the policy changes in online ride-hailing, we examined the 43 online ride-hailing policies collected through policy text analysis. In this chapter, an innovative two-dimensional analysis framework ( X and Y axis refer to policy instruments and time respectively) was constructed in combination with content analysis, identifying the ride-hailing policy development during different stages of development periods (2016–2022). By implementing module division, unit coding, inductive statistics, and the quantitative evaluation of policy content, we conclude that: 1) The number of policy instruments varied greatly in different categories, the coercive type occupies the largest proportion, and the voluntary type comparatively has the smallest proportion; and 2) At different stages, there were variations in terms of policy content and style. The policy style has shifted from single industry regulation to a multi-dimensional policy system.
