The Programmatic Documents of the 27th Congress

The 27th Congress of the CPSU introduced revised versions of the party’s two major programmatic documents, the Party Program and Rules. The documents replace those introduced at the 22nd Congress in 1961, and in the case of the Rules partially amended in 1966 and 1971, and therefore purely in terms of the effluxion of time were well overdue.
