ABSTRACT
Relations between government and citizen are basic to the determination of political culture and political development. What the citizen knows and expects of his government; the extent to which governmental institutions are the address to which he turns for the solution of problems of daily life; the extent to which he is satisfied with his lot and attributes his contentment or the lack of it to his government’s concern for his welfare; all these are factors contributing to the growth and stability of any political system.
