ABSTRACT

For any of the more than 50,000 soviets which govern the various divisions and subdivisions of the USSR, the annual plan and budget session is the most important meeting of the year. The Soviet Union has a planned economy, and the annual plan and budget session is a moment both of summing up and looking forward. In this meeting, the soviet, Januslike, reviews its achievements and shortcomings over the previous twelve months and sets its goals and priorities for the coming year.
