ABSTRACT

Maintenance of the quality of health and life for the growing numbers of elderly in our society increasingly will become a salient issue. The continuing cost constraint efforts in Medicare, and in the health care system overall, focus attention on how we can effectively use the vast resources expended and achieve higher-quality outcomes. Long-term care policy will become a central aspect of the health care debate, as larger numbers of people reach high levels of need and as they and their loved ones come to appreciate the limited protection they really have.
