ABSTRACT
The Bexley Community Care Scheme was started in June 1984 by Social Services to develop alternatives to residential care for frail older people. One of the basic tenets of the scheme is that people should have more control over their own lives; this is being approached through a combination of education, mutual aid and cash benefits.
