Over the next twenty years, the imbalance between needs and resources in the long-term social care of the elderly will probably be worsened by demographic changes, changes in the expectations and assumptions about the rights of informal carers and the state, and pressure on health service resources. Coping with the more adverse balance will require both new and more effective means of raising and using resources.
