ABSTRACT
The European Union (EU) is, above all else, a vehicle for delivering economic integration. History will judge the EU as a success or failure largely in terms of its effects on the economic welfare of its citizens. Regional economic restructuring is the key to economic success in the EU. The more attenuated the response within each region, the longer and more painful will the process be before the benefits of integration can be achieved.
