ABSTRACT

This chapter aims to review the implications of the Single Market for local and regional authorities and to identify the essential elements of a successful response. The approach followed is one which looks beyond the 282 measures making up the Single Market programme, to also include the five companion policy areas in the Single European Act. This is not only because the Commission has stressed that the Single Market Programme should not be viewed in isolation from the other five objectives of the Single European Act (Commission of European Communities 1986, 1987), but also because these other objectives are, in many cases, of equal importance to the workings of local and regional authorities.
