ABSTRACT
Since Deng Xiaoping’s ascension to power, reform has been the key word guiding China’s development. Initial experiments, initiated during the Third Plenum of the Eleventh Central Committee in December 1978, were confined mainly to the rural areas. Their success has set in motion a reform process which has gradually encompassed urban areas as well.
