ABSTRACT

In this chapter Tim Lee describes the main features of local management of schools (LMS), brought into the education system with the passing of the 1988 Education Reform Act and its implications for special education. He outlines the constraints LMS places on local education authority spending, the systems LEAs devise to fund individual mainstream and special schools, the effect on local authority support services and on Statementing and integration policies. He argues that LMS changes the ground rules for funding education but does not represent a fall from a golden age.
