As with Chapter 19, this study of policy and practice for pupils excluded from mainstream primary schools in a shire county is an edited version of the report of an investigation carried out for the Open University postgraduate course which preceded ‘Developing Inclusive Curricula: Equality and Diversity in Education’ (E829) and for which this volume is a resource. From her first-hand knowledge of current provision in her area, her analysis of policy documents and children’s statements of special educational need, interviews and visits, Mahony aimed to be in a position to develop practice in a new, voluntary-sector unit so that children referred there could be reintegrated into the mainstream within two years. This looked as if it was going to be extremely difficult.
