ABSTRACT
Kent is a large shire county and conservative by tradition. Since 1986 its education department has undergone a series of restructurings in response both to calls for efficiency and accountability and its changing role in the context of the growing number of grant-maintained schools. Nick Henwood charts these transformations for us and discusses the impact that they have had on the provision of educational services to all children and young people.
