ABSTRACT
If we consider volume of legislation as the benchmark for a policy area’s significance, the environment must be among the European Union’s (EU) most important. The EU has gained considerable competence in environmental protection since the 1967 directive on the classification, packaging and labelling of dangerous substances. Besides legislation, research initiatives and EC environmental action programmes, the longer term aim of integrating environmental considerations within other policy areas indicates the scale and scope of European environmental policy.
