ABSTRACT
Some officials apply rules with scrupulous rigidity, and not plasticity. Some are stimulated by bold and demanding behaviour to misapply rules and discriminate against, or in favour of, the other person. Others are susceptible to flattery or over-react against efforts to curry favour with them. Some over-ride the submissive; others go out of their way to indulge the meek.
