ABSTRACT

The challenge to society, as the nature of work changes, is to find good work for everyone to do in the economy of the future. In responding to that challenge the first, and most obvious, need is to expand employment (or self-employment), so that we are not constrained by a scarcity of jobs. ( … W)e shall be arguing that this can be achieved, provided that it is given a high enough priority in the choices of individuals, and also most importantly in the conduct of public policy. ( … W)e would [also] argue that the issues involved are not just technical ones. The questions of fact about how the economy functions and the questions of value about how its functioning should be improved are very closely related to one another and cannot be discussed satisfactorily if they are kept totally separate.
