Perhaps the most profitable 5-10 minutes in the entire board procedure is the Query Conference (QC) held informally after the BS. Into it is distilled the quintessential drop of pooled wisdom that has accrued to the observer team from:-
a a screening of the "background" and "projective" material, b the CO's report with its estimate of the candidate's level
and its queries if any, c the BS. Into the QC converge these 3 streams; a critical screening
and analysis of factual and written material, a report on the candidate's recent adjustment to the Army, and observation in the field by 3 or more observers. There they are co-ordinated into a provisional team estimate of each candidate's groupeffectiveness (GE) and a team list of queries about factors that may subtract from that GE. The team estimate is taken by each observer to Phase 2 as a hypothesis to be tested and either confirmed, modified or rebutted; the team queries are referred to the specific tests or interviews in that phase most likely to resolve them.
