ABSTRACT

In June 1999 the Government published a policy document entitled Living Without Fear: An Integrated Approach to Tackling Violence Against Women, setting out their ‘long term goal to prevent the terrible crime of violence against women’ by ‘providing timely support and protection … to improve women’s chances of a decent life’ and by ‘bringing perpetrators to justice’ (Cabinet Office/Home Office 1999: 4–5). In support of this policy, the Government was committing £6m for projects to reduce crime against women and £6.3m for the agency ‘Victim support to assist victims through the legal process’.
