ABSTRACT
The first political party which thinks it can make capital out of it will go for it; and with manhood suffrage will come womanhood suffrage, if we accept the principle of the Bill before Parliament, namely, identical qualifications for men and women. Even before manhood suffrage is reached, a great stride will be made in that direction by the next Registration Bill, which the Liberal party is, bound to pass it comes into power. It will greatly shorten the term of residence, and make lodger franchise effective by the appointment of paid public officers, whose duty it will be to get all qualified persons put on the register. Every fragment of political opinion in the country is worked up by means of leagues and paid secretaries. Already candidates find it most difficult to resist the dictation of small coteries of faddists who threaten to cast their vote entirely on some petty issue dear to themselves.
