ABSTRACT

No less than a quarter of a century ago, that indefatigable advocate of efficient management, Colonel Urwick, stated in his usual categorical manner, ‘The business of Government and the government of business are, in fact, a single problem’ (British Institute of Management). An over-simplification, maybe, but making the essential point that the public administrator and the business manager have basically the same function-namely, to ensure, as far as they possibly can, the optimal use of scarce resources.
