ABSTRACT

Since men are essentially gregarious it is natural that they should take counsel together, whether it be with the intention of making a decision on some burning topic, to show public solidarity, or for the pleasure of matching wit against wit. But since only the smallest of communities can conduct their affairs and make their decisions in public, representatives from larger groups have had to be chosen and elected for their wisdom, prestige, and ability, and the process of delegation has then been set in motion. Other people, however, have spontaneously grouped themselves together to learn, to exchange ideas, and to enjoy relationships with one another.
