Having discussed what one wants to do, there then remains the question of how it should be done and in what place? Is it to be held in a locality which has useful technical resources, where the people in the area can come along, demonstrate their skills, and offer their facilities? This is very common in medical meetings. Another and opposite choice is determined by the need to include in the goal some impact on the area in which the meeting is being held. Internationally this means either placing the meeting in a sophisticated country to take advantage of its resources, or in a more backward country so that the conference will stimulate new interests. On the other hand one might select a neutral place where there is little outside interference.
