ABSTRACT

Policies for the social sciences, irrespective of their cultural settings, and of the degree of central control involved, must deal with issues such as the provision and allocation of scarce resources (both money and manpower) and the creation and maintenance of institutional bases within which teaching, research, and associated activities in the social sciences can be initiated and developed. The next three chapters deal with aspects of this problem, approached both from a general level and from the perspective of a particular cultural context.
