ABSTRACT

There is no nation on earth which can claim complete equity in the distribution of economic and social well-being throughout its territory. Regardless of political system and style, there is even considerable dispute about the virtues of encouraging a more equitable spread of income-earning opportunities. It is often argued that it is better to concentrate productive activities in the places where they seem most profitable, and then to redistribute the higher rate of surplus generated. These issues are currently a matter of some debate in China.
