ABSTRACT

Legislation, and delegated legislation, is invariably a reflection of government policy. Policy also influences the interpretation of legislation and delegated legislation after enactment, and offers guidance on procedures to be adopted. Policies may be issued in various ways by government at both central and local level. These include ‘rules’, standard codes of practice, guidelines, circulars, guidance notes, White and Green Papers, departmental publications, ministerial statements and answers in Parliament. The courts at times also have their own views over policy. This chapter considers these issues.
