ABSTRACT

The twenty-fourth session of the General Assembly last autumn was one of the most active sessions in many years and, if its decisions are fully implemented, it will be regarded as a landmark along the difficult uphill road towards disarmament. The first resolution on general and complete disarmament, resolution 2602A, was initiated by Mexico and originally co-sponsored by the twelve non-aligned members of the Conference of the Committee on Disarmament (CCD). The General Assembly also declared the decade of the 1970s as a Disarmament Decade, as the Secretary-General had suggested. While the CCD has been negotiating on the problems referred to it by the General Assembly, the Strategic Arms Limitation Talks (SALT) talks have proceeded in Vienna from April to August 1970. These talks are considered to be of vital importance of all mankind. The first session of SALT took place in Helsinki in November and December 1969, and the second session in Vienna from April to August 1970.
