ABSTRACT

This chapter suggests that detail why peace research should become an integral part of foreign policy making. It is concerned with highlighting fundamental values most or all researchers adhere to, with special emphasis on what should ultimately be rejected from any foreign policy making: “normative defence thinking”. The kind of research foreign policy needs should be typified by the opportunity to appraise the situation before it actually occurs instead of allowing the blind process of competition between collectivities to take its toll. The order of priorities in China’s internal build-up and in her foreign relations was traditionally prejudiced in favor of the internal condition. The formal exclusion of China from Asian regionalism goes hand in hand with the pattern of thinking of “Southern Asia” or the more traditional designation of “South and Southeast Asia.”. President Nixon explained that at least partially the Safeguard ABM systems had to do with China.
