ABSTRACT
After the dissolution of the Russian Empire Abkhazia entered the Union of United Mountain Peoples of the Caucasus (founded in May 1917), while in November 1917 at an assembly of the Abkhazian people in Sukhum a representative organ of power was set up. This was called the Abkhazskij Narodnyj Sovet (ANS) 1 or Abkhazian People's Council', and it was constituted earlier than the Natsional'nyj Sovet Gruzii (NSG) or 'National Council of Georgia'.
